Check and assess the project’s legality and compliance with the order and procedures for construction investment:
Collecting, sorting and classifying records and documents; check and compare the list and content of legal documents of the whole project.
Check the compliance with the State’s regulations on the order and procedures for basic construction investment.
Inspect the observance of the order and procedures for contractor selection in accordance with the law on bidding.
Check the project’s investment capital:
Compare the amount of capital already granted, lent and paid reported by the investor with the confirmation number of the relevant funding, lending and payment agency to determine the actual investment capital amount.
Check investment costs:
Compare the work contents, volume (quantity) in the calculation of the value proposed for settlement by the investor or contractor with the completed acceptance test report.
Compare the unit price in the calculation of the proposed settlement value of the investor or the contractor with the unit price in the approved estimate to ensure compliance with the State’s norms and unit prices or in accordance with the norm setting principles, unit price according to the regulations of the State.
Check the cost of investment damage that is not included in the property value:
Investment costs for damage caused by natural disasters, epidemics and other force majeure causes are not covered by the insurance.
The investment cost for the workload is canceled according to the decision of the competent authority.
Check the value of assets formed through investment:
Check the quantity and value of assets in 2 categories: fixed assets and working assets; the historical cost of each group (type) of assets according to actual costs and the price converted to the time of handing over the assets to put into production and use.
